Item upgrades are a way to boost the stats of an item. Based on the type of upgrade, it may increase an item's Mark Level or Rarity, as well as boost other stats.

Item Level

There are a variety of theories on how the item level is determined. One theory says that the item level is calculated using an equation that determines the value of an item's stats actually are. This process could result in a calculated amount for the item's level, which is typically close to Blizzard's actual item level.
It's not the only factor that influences the level of an Best item upgrade. The location of where the item was dropped may change its stats. For example it can increase the item's haste, or crit rating. Items that drop in higher-level situations will have a higher ilvl.
Item Stats
The stats of an item are a major part of what makes or breaks an item for players. The game uses them in a variety of ways to encourage players to not restrict themselves to a particular weapon and to encourage players to explore other weapons. The stats of a base weapon are increased by the weapon's stat modification that are in turn increased by the player's skill.
The upgrades to items add by increasing certain stats of the item. The rarity of an item determines the cost of upgrading. A grey or white item for instance, can only be upgraded once however, items with rare tiers can be upgraded multiple times with more expensive costs.
Another method to alter the stats of an item is by affixing it. These are special stat boosts that can be added to an item by the player, and they come in all shapes and sizes. The affixes can be used to provide items with extra damage or other special capabilities (such as reviving dead or reducing cooling downs), or to distinguish them by putting a name on them.
All affixes can be being re-rolled right now by selecting them in the upgrade window, and pressing the green button. This procedure will cost the player a specific amount of gold and other items that can be used to add to the upgrade gauge in the same manner as other options for rerolling.
Players can choose to upgrade an item with a specific stat, or reroll the affixes. The possible ranges of stats for an item are based on the level of the item, but all items are guaranteed to have at minimum one stat within that range, unless it is an exclusive item or an item that is a God roll from a raid boss.
Another thing that could be changed is the possibility to upgrade equipment without having to reroll the attachments, or pick which stats to boost. Like the base equipment, it will have to be done per item, and the interface for item comparison would not display all the possible stats at once.
Item Luck
The Luck stat of a player stacks up to increase the chances of item discoveries as well as the properties that appear on loot drops and the strength of these properties. However, it does not directly affect damage or the ability to upgrade items. It gives the player the chance to upgrade gear earlier in the game. This is especially beneficial for early game runs, because players tend to put weapon scaling and defenses above raw damage gains.
In addition to influencing item upgrade discovery, Luck also increases the chance of success when upgrading items using the Blacksmith. This is not to be confused with the Blacksmith's overall upgrade chance which increases with each level and can be further increased by using an anti-material such as a Scroll of Strength or a Jewel of Blessing.
The shields, armor and weapons have the default Luck value of 40. These items can be enhanced with golden ingots, or spined leather (depending on the type of material) for a further +40 luck, or to increase an item's existing Luck up to 140.
Furthermore there are certain items, such as the Hollow weapon, which is infused with Hollow can be outfitted to increase the damage dealt by any damage-dealing skill by 5%. These items can be bought from the shop, or they can be crafted using the right ingredients.
Item Failure
Item upgrades are costly and not all upgrades will be successful. Cash shop items can be used to boost the chances of success for an upgrade or to stop players from losing their items if it fails.
When you upgrade an item the rate of success is displayed in the Honing UI. The percentage indicates the probability of successful upgrading an item. This can be increased with Additional Materials or Special materials. There are limitations to how much success rates can be increased and the probability of an upgrade failing can't exceed 100%..
The success of an item upgrades is also influenced by the luck of the item. All items have a base success rate of 25% and every item with Luck increases that chance by 5percent.
The item upgrade overlays are rendered above items in the inventory. This could obscure enchantment effects and other effects. If you wish to disable the upgrade overlays, the config option decoration.renderUpgradeOverlays can be set to False in the Item Upgrader CORE client config.
