The democratic system in South Korea is susceptible to populist impulses. However, it's healthier than one would expect.

The country is looking for an alternative development model. The Confucian culture, which emphasizes respect for ancestors as and gender-specific family relationships, continues to be influential in the society. However, there are signs that a secular culture is beginning to emerge.

Origins

During prehistoric times the ancestors of modern Koreans survived by hunting and gathering wild food. About 10,000 years ago, they began to cultivate millet, beans and other crops. As Korea enters the post-crisis period the development paradigm of the country appears to be changing. People who are shocked by the huge cost of the old system are urging a thorough program of liberalization of capital, labor, and product markets. On the other hand, supporters of the old system seek to keep it alive through nationalist sentiments and by inflating fears about potential job losses.

The academic and policy analysts remain sharply divided on the extent to these two trends are driving Koreas evolution towards an economic model that is radically different from the one of governance. This article examines the five phases of Korea's evolution in terms of its political development including illiberal democracies (1945-60), democratic autoritarianism (1961-72) authoritarian exceptionalism (1972-1877), democratic paternalism (2001-2002) and participatory democracy (2002). This article also highlights key factors that seem to influence these processes.
