Upgrades increase the value of certain numeric stats on armor, weapons and rings. Upgrades can also boost bonuses like Crit chance and PvE Damage.

Components

Upgrade components are items that can be put into armor, weapons, and trinkets to provide a stat bonus or extra effect while they're in use. They can be acquired through crafting, purchasing from vendors trading or looting. Some upgrades have special cosmetic effects.

Upgrade components can only be used on equipment with a slot. The item must be at least upgraded to blue before a component can be applied. Unlike other mods, upgrade components can only be used once and cannot be applied multiple times or replaced with upgrades. Infusions and enrichments are a type of upgrade component that can be used to upgrade non-amulet legendary and ascended equipment, as well as some non-ascended items. The player can get the maximum of five boost upgrades at one time. Each upgrade increases the likelihood that a higher-level version of the item will drop in the next reset. This gives the player some incentive to keep upgrading their gear even if they're uncertain of the extent to which it will increase after a future reset.

The process of upgrading an item could be expensive and it is likely that the item will become obsolete or even break when the upgrade is unsuccessful.
